Who is this course suitable for?

Trading Standards Professionals: This course is aimed at all Trading Standards professionals, including students, apprentices, experienced Officers and those responsible for organising and leading on Operations.Ìý

This course has been designed to:

This session will provide a practical update on the current product safety and intellectual property issues relating to toys and the importance of working with other agencies and partners to carry out successful operations such as Operation Grinch I and II.

In particular, it will focus on:

  • Practical discussion around the planning and practicalities of Operation Grinch I and II
  • Partnership work for successful operations including toy safety experts such as Wendy Phillips and what support they can offer to Trading Standards Services
  • The latest update on the intellectual property issues surrounding toys and the partnership role of the Anti-counterfeiting Group (ACG)
  • Discussion of the latest common product safety issues relating to toys
  • Sharing best practice and advice on planning and conducting multi-partnership operations and lessons learned.

Rhys Harris - Team Leader for Swansea Trading Standards


Rhys Harries is the Team Leader for the City and County of Swansea Council and is the lead Trading Standards Officer for Operation Grinch I and II. Rhys has been a Lead Officer for Trading Standards Wales in product safety and has over 20 years of experience in Trading Standards. He features regularly in the media showcasing the important work of Trading Standards Services.


Matthew Knowles - Anti-Counterfeiting Group (ACG)

Matthew Knowles is the ACG Intelligence and Strategic Initiatives Manager and has been in this role since 2022. Prior to this, Matthew spent 16 years with Trading Standards and did a variety of roles, including Team Manager and worked as a private contractor and on projects for National Trading Standards. A key part of Matthew’s current role is developing strong partnerships with external stakeholders, to support multi-agency working and coordinating ACG law enforcement training and webinars.


Wendy Phillips - Toy Safety Experts and British Toy and Hobby Association (BTHA)

Wendy Phillips has worked in the toy safety sector for more than 25 years, working for companies, government and enforcement agencies. Wendy founded Toy Safety Experts in 2012 and is also a long-standing advisor to the British Toy and Hobby Association (BTHA), as well as chairing several toy safety forums and committees. Wendy has a wide variety of knowledge including lab experience and was responsible for Tomy Europe’s product quality, safety and corporate responsibility for 14 years. Ìý

Jemma Cox is a CTSP and Trading Standards Officer at the Vale of Glamorgan Council, ÌÇÐÄvlog¹ÙÍø Lead Officer for Civil Law, a Lead Officer for Training and Professional Development for Trading Standards Wales and hosts the ‘Ask the Regulator’ podcast. Jemma teaches on the ÌÇÐÄvlog¹ÙÍø qualification framework, Welsh Regulatory Apprenticeship and teaches law and business, including intellectual property law, at Cardiff University.
