We are excited to launch the second phase of our Law in Practice training series, touching on the secondary legislation of the Product Regulation and Metrology Act (PRaM) 2025 exclusively for Trading Standards Professionals.

This FREE webinar for ÌÇÐÄvlog¹ÙÍø members will be introduced by product safety expert Sarah Smith, from OPSS. The webinar session will be held for 1.5 hours and will contribute to your CPPD.

Our PRaM Act webinar is the second topic in our Law in Practice series that combines training modules and related resources - including online training, face-to-face meetings, 'ask-the-expert' seminars, and exclusive Conference events - all intended to tackle legislation likely to impact the Trading Standards profession and isÌýavailable exclusively to ÌÇÐÄvlog¹ÙÍø members.

At a glance summary

The PRaM Act 2025 secondary legislation overhauls UK's product safety to address factors including online marketplaces, bringing them into the regulatory framework alongside traditional retailers. Other key areas include emerging technologies such as AI, and digital labelling for product information.

This Live Webinar session will touch on the secondary legislation within the PRaM Act 2025 and the impact of the changes for Trading Standards. There will be also be opportunity for Q&A's.

Who is this course suitable for?

Trading Standards Professionals: This course is aimed at all Trading Standards professionals, whether they work in Local Authorities and in Industry - as this is such an important and wide-ranging piece of legislation we are confident that the subject-matter is relevant to all.

This course has been designed to:

Provide attendees with an overview and forward look at the secondary legislation of the PRaM Act 2025. In particular, it will focus on:

    • Developing an understanding of law and practice relating to product supply chains, including regulating products sold on-line

    • Developing an understanding of emerging practice in taking a sector-based approach to product regulation


What you will learn:

Part 1 - Regulating the Online Marketplace

  • Setting out the Online Marketplaces Innovation Framework and how OPSS uses it to drive the acceptance of legal obligations across the online supply chains, hold major online supply chain operators to account and leverage a suite of strategic interventions domestically and internationally.
  • setting out the scope, functions and arrangements in providing primary authority services to Amazon and co-ordinating Ìýthe local authority landscape and co-ordinating these arrangements with National Regulators.

Part 2- Regulating for improvement across a business sector

  • setting out the journey of compliance for a major white goods manufacturer, from prosecution to setting industry standards. Examining the interventions needed to change both business and regulators processes and practices and harnessing data and influence of stakeholders.
  • setting out the principles of ‘Find, Fix, Tell’ in relation to the heat soaked toughened glass sector. Examining approaches to compliance audits, sector wide interventions and dealing with non-compliance across a whole sector.

Sarah Smith OBE - Office for Product Safety and Standards


Sarah Smith is a Deputy CEO for the Office for Product Safety and Standards.ÌýLeading policy and engagement for OPSS, she has been instrumental in advising Ministers on effective implementation of regulatory policy, recently receiving an OBE for services to businesses and consumers.

Sarah became the UK's youngest head of regulatory service in her twenties, designed and established Primary Authority, thus allowing businesses to have a single local authority as their point of contact for regulation. She is respected internationally for her experience in strategic regulatory reform, capacity building of regulatory agencies and implementing risk-based approaches with overseas partners.
